Usually they have it, depends on the plan.
With some of them you are on your own, you have to install them.
You buy your PC with Windows on it?
Yes you have the control panel.
Buy your PC without an operating system?(Or build it yourself)
There is nothing there.
Install Windows, Linux, etc. to be able to use your box.
Get a VPS, Dedicated: maybe nothing there.

My use of a web site would be quite basic as hosting a web page or forum or e-commerce isn't the sort of thing I find interesting. The hosting sites advertise if they have cpanel and various extras, so I can choose to take the easy way out.
