Exetel continue to explore the advantages of P2P caching with various
providers of caching services and have pretty much decided on using the solutions
proposed by one of the suppliers we have been testing.

To make a P2P service deliver traffic faster than any other method than
'straight through bandwidth' at an affordable price we will need to introduce a
new type of plan - which will be more expensive than any current plan that we
offer.

Currently all Exetel users download via P2P connections based on Exetel
significantly restricting the bandwidth available to P2P applications for 4 - 6
hours a day (6 pm to 12 midnight each day) and restricting it less
significantly at other times. We do this by using a product called NetEnforcer from Allot
Communications.

This service has worked very well for the overwhelming majority of Exetel
users for the past year and has enabled Exetel to deliver high performance at
lower costs with larger download allowances than any other Australian ISP.

We will continue to do this.

We are now considering not only not restricting P2P downlaods but increasing
the speed of those downloads by up to three times faster. However, obviously,
this will require more rather than less bandwidth made available to someone
who wants to do this.

We are therefore considering offering a new "P2P Unlimited" plan that will
permit P2P downloads at all times of any day of the week - but at a $10.00 a
month higher cost.

It appears to us that our current users are very happy to use the 12 midnight
to 12 noon timeframe with their 40 gb allowance to provide their P2P
downloads.

This new plan will provide the same ability for people who wish to use P2P
downloads 24 hours per day.
